When to use this:

• When you are requesting ROWAN to be used as a source for bootstrapping liquidity to a specific pool/s.
• When requesting the council to address/change a previous decision, a rule that they govern, or something that falls into their realm of responsibilities.
• When requesting the council to allocate funds from their dedicated budget for something that falls within their area of responsibility.

Steps to make a proposal:

• Ideation: a member of Sifcore or the Sifchain community drafts a one-pager about the proposal, including the goals, details, and relevant needs. The template for this is as follows:

• Council and requestor discussion: the Proposal is shared with the council and a one-week Discussion Period begins between the council and the person who submitted the request.
• Proposal vote: at the end of the Discussion Period, the proposal is put to a vote to the Validator Delegation council members.
• Execution: The Validator Delegation council members vote yes/no in a live forum. For the proposal to pass: 3 / 5 members must vote yes.
